Southern New Castle County Land Use & Transportation Plan (LUTP)

The Southern New Castle County Growth Area Land Use and Transportation Plan (LUTP) is an effort to create a program of improvements for the Unincorporated Southern New Castle County Growth Area. The primary objective of this effort is to develop a coordinated infrastructure master plan that includes a comprehensive evaluation of land use and infrastructure issues faced in the growth area of Southern New Castle County. Additionally, the plan will develop and recommend effective implementation measures to better coordinate transportation infrastructure improvements to support future growth in the area.

The plan will evaluate and model traffic within the growth area  based on updated development patterns and forecasts. The LUTP will contain recommendations for improvements to the Southern New Castle County TID, building on improvements to the framework and function of TIDs made over the past decade. The LUTP will potentially include recommended projects and a fee structure in order to appropriately address all transportation modes in the growth area.

The plan is expected to begin in the fall of 2025.

    Southern New Castle County Master Plan

    In 2019, New Castle County Department of Land Use, DelDOT, and WILMAPCO have completed the Transportation Element of the Southern New Castle County Master Plan, encompassing the entire area of New Castle County below the C & D Canal. The plan builds on the work of previous plans, including the 2009 Infrastructure Master Plan and the 2003 Local Road Plan, and will help guide development and transportation decisions in one of New Castle County’s fastest growing areas for decades to come.
    The Southern New Castle County Master Plan establishes a long‐term vision for land use and infrastructure in southern New Castle County (NCC) based on sound planning principles and public input. The plan informs development, preservation, infrastructure, and policy decisions in the study area.  The results of this plan will also be used to inform the Wilmington Area Planning Council (WILMAPCO) Regional Transportation Plan and the Delaware Department of Transportation (DelDOT) Capital Transportation Program.
