Introduction
Our Draft 2025 Mobility Opportunities Plan (MOP), set for endorsement later this year, will identify key transportation barriers experienced by residents of Wilmington, Delaware region. It will make recommendations to help overcome these burdens and improve community mobility and economic opportunity.
Exceeding WILMAPCO’s requirements under the Civil Rights Act and the Americans with Disabilities Act, the MOP advances our commitment to better involve underrepresented communities in the planning process. It serves as an update to the 2019 Transportation Justice Plan while remaining in line with current federal guidance.
As an agency, we are committed to incorporating Title VI throughout our planning process. Contracts with third-party firms, as well as our personnel manual, feature all federally-required non-discriminatory clauses and Disadvantaged Business Enterprises (DBE) assurances.
