Cecil County Route 40 Transportation Vision Plan

Purpose

The purpose of this project is to establish a framework for long‐term transportation analysis and improvement recommendations for Route 40 in Cecil County, Maryland. The limits of the corridor are from the Delaware state line on the east side of Elkton to the east bank of the Susquehanna River in Perryville, a distance of just over 16 miles. Although funding limitations for this study did not permit the development of a comprehensive transportation plan, the study includes the basis for that plan. Additional analyses can be conducted subsequently to address particular issues in a more holistic manner and add detail to the plan.

Cecil County’s 2010 Comprehensive Plan envisions US 40 as the County’s primary business corridor. The County aims to preserve capacity, keep US 40 a free flowing roadway with few traffic signals, enhance its visual appearance, and expand transit, pedestrian and bicycle options.
