DRAFT Transportation Improvement Program

The Wilmington Area Planning Council is looking to include you in the transportation process. We know there are times when you have difficulties getting where you need to go. Perhaps your travel options aren't as fast or safe as you'd like them to be or not easy enough to use.

We are asking that you let us know what you transportation problems are and how we might be able to solve them. Please use this form to submit an idea for consideration in an upcoming Transportation Improvement Program (TIP). Here is how the process works.

Process

First, WILMAPCO creates a long range plan, currently known as the Metropolitan Transportation Plan (MTP). This plan develops a vision for our region (New Castle County, DE and Cecil County, MD) and summarizes the transportation trends, investments and goals we foresee over the next 25 years. It indicates certain areas that need our attention, such as gaps in our transportation system, to far reaching issues such as air quality or land use planning. From this, we recommend projects or policy changes that need to be undertaken in the coming years.

Transportation projects identified in our MTP are then combined with submissions from local governments, transportation agencies and the public to form a potential transportation project list. These projects are then ranked by WILMAPCO's Technical Advisory Committee and a Draft TIP is created. The TIP is the three-year document that funds all upcoming transportation projects in our region. This Draft TIP is made available to the public for several months, until a document emerges that can be agreed upon by Council in March

  • Request for submissions sent out (combine with UPWP Submissions)
  • Meet with local government to get project submissions

  • Deadline for project submissions, including DelDOT Pipeline
April
  • TAC prioritizes project submissions
  • AQ reviews submissions
  • PAC reviews TAC prioritization (scheduled after the TAC meeting)
  • Public meeting prior to PAC meeting to get feedback on priority (5-7 p.m.)
May
  • Council approves prioritized list for submission to DOT's
July
  • DelDOT PDC meets to prioritize projects throughout Delaware
August
  • PAC/TAC presentation of DelDOT's proposed projects and status on WILMAPCO priorities
  • PAC/TAC take action on amendments to prior year's TIP based on Delaware Bond Bill
September
  • Council presentation of DelDOT's proposed projects and status on WILMAPCO priorities
  • Council amends prior year's TIP based on Delaware Bond Bill
October
  • WILMAPCO briefs local governments on the TIP
December
  • DelDOT supplies WILMAPCO with draft CTP by 2nd week
  • PAC/TAC/AQ review draft TIP
  • Air Quality Conformity Determination completed
January
  • TIP released for 30-day public comment (including local government/public outreach)
February
  • Revise TIP based on public comments during early February
  • PAC/TAC adoption
February
  • Council adoption
